Town of Gananoque: Waterfront Marina Call for Expressions of Interest

The Town of Gananoque is accepting Expressions of Interest (EOI) from qualified developers and companies to work with the Town of Gananoque’s Marina Working Group to discuss the possibility of a Public Private Partnership (P3), as well as other options, with the Town for the development of a new municipal marina building.

The Marina Working Group has been mandated to explore a multi-use marina, explore several options requested by Council, and explore the potential for a first class, year-round facility.

The Marina Working Group would interview all interested parties and select the most qualified developer or company to work with them over a two to three-month period.

Selection of qualified developers and companies will be based on development experience, financial and professional capability, as well as, ability to enter into a potential public/private partnership.

A new municipal marina will provide an opportunity to become an anchor in the Gananoque waterfront area capitalizing on the many existing assets and attractions already in place that define our waterfront as a destination. Nestled in the heart of this waterfront location, the development site is within walking distance of the Town’s commercial core, several municipal parks, two new nearly completed condominium developments, the Gananoque River and St. Lawrence River. The location of development will provide an unobstructed view of the 400 + boats on the Town of Gananoque Marina docks directly in front. The marina development will be able to capitalize on one of our few remaining prime waterfrontage access points that will provide a gorgeous view of the St. Lawrence River and Thousand Islands.

As a first step towards this development, we are reaching out to potential interested parties to work with the Marina Working Group to explore investment and development opportunities. Through this expression of interest process, we aim to identify interested partners and begin the process of discussing their ideas and concept plans to provide the Town of Gananoque with viable optionsfor future development consideration. We believe a business partnership agreement can be of mutual benefit and a win/win situation for the future of our marina operations.

The Town of Gananoque’s Marina Working Group in collaboration with the successful proponent would then submit a recommendation and a proposal to Town Council for consideration. The  Town Council would then seek public input into the options available, as well as, public input into the investment proposal.

It is the intent of the Marina Working Group to seek Town Council approval of one of three options by the fall of 2021.

If the recommendation of the Marina Working Group is accepted by Town Council then the partner company/developer will continue to undertake the proposal and develop the final plans, enter into a contractual agreement with the Town, obtain the required financing, and construct the approved project.
